Should grade 12 University level English be a requirement for entry into all university programs?

Why bother?  As a student striving for a post secondary education, the topic of grade 12 english requirements strike home. I  believe that it is in the best personal interest of the student to have the grade 12 english university level under their belt when applying or showing curiosity in a post secondary education.      A student who has a thorough knowledge and background in english will succeed in university because of two reasons. The first reason is; in any serious university course a fair amount of reading and writing would be required, obviously. The second reason regards the personal success level achievable by an individual. If a student, or anyone for that matter, expects to have any degree of success in life, a grade 12 english should be a top priority.     The literacy test literally tests the literacy of the youth but it is no way a accurate representation of the persons ability to communicate with others.
